The oversight of the audit profession

Seminar paper from the year 2007 in the subject Business economics - Miscellaneous, grade: 1,0, University of Glamorgan (Business School), course: International Accounting & Audit, 23 entries in the bibliography, language: English, abstract: This paper provides an overview of the current regulatory frameworks for financial reporting and auditing in the UK, US and Germany. During the last years these frameworks were noticeably changed. These changes arose especially from political interest in accounting regulation following the Enron collapse. The main change in the US was the introduction of the Sarbanes-Oxley Act containing strict regulations for auditors, including their responsibilities and services. It also contains a list of prohibited audit activities, the so-called 'non-audit' services. The main feature of the Act was the creation of an oversight board to regulate and control auditors of public companies. Thus the 'Public Company Accounting Oversight Board' was established. The PCAOB is a private-sector non-profit overseer, supervised by the US Securities Exchange Commission (SEC) which regulates basically anything related to the securities market. Following the collapse of Enron and the turbulence in the UK markets that followed, a review of financial regulation in the UK was ordered, covering for example auditor independence, corporate governance, financial reporting and auditing standards and accountability of audit firms. In order to restore credibility in UK accounting the Financial Reporting Council (FRC), an independent private sector body funded by the accountancy profession, was set up. The FRC has several subsidiary bodies, including the Professional Oversight Board (POB) providing independent oversight of the regulation of the auditing profession. The German Auditor Oversight Commission (AOC) was established according to the Auditor Oversight Law. It is in charge of the public oversight of all activities of the German Chamber of Public Accountants (WPK) with respect to statutory auditors. The Commission has the ultimate responsibility in the areas of licensing, registration, disciplinary investigations and quality assurance, all with respect to members of WPK entitled to provide statutory audit services (WPK, n.d.). It is argued that these new regulations impose another layer of bureaucracy with significant costs for very little apparent gain. But ethical issues surrounding the public's perception of auditor performance need to be addressed, not just for the sake of the profession, but for the efficiency and effectiveness of capital markets in general (Malthus and Scoble, 2005).

Wind Energy - Impact of Turbulence

This book presents the results of the seminar “Wind Energy and the Impact of Turbulence on the Conversion Process” which was supported from three societies, namely the EUROMech, EAWE and ERCOFATC and took place in Oldenburg, Germany in spring 2012. The seminar was one of the first scientific meetings devoted to the common topic of wind energy and basic turbulence. The established community of researchers working on the challenging puzzle of turbulence for decades met the quite young community of researchers, who face the upcoming challenges in the fast growing field of wind energy applications. From the fluid mechanical point of view, wind turbines are large machines operating in the fully turbulent atmospheric boundary layer. In particular they are facing small-scale turbulent inflow conditions. It is one of the central puzzles in basic turbulence research to achieve a fundamental understanding of the peculiarities of small-scale turbulence. This book helps to better understand the resulting aerodynamics around the wind turbine’s blades and the forces transmitted into the machinery in this context of puzzling inflow conditions. This is a big challenge due to the multi-scale properties of the incoming wind field ranging from local flow conditions on the profile up to the interaction of wake flows in wind farms.

Wavelets, Approximation, and Statistical Applic...

The mathematical theory of ondelettes (wavelets) was developed by Yves Meyer and many collaborators about 10 years ago. It was designed for ap proximation of possibly irregular functions and surfaces and was successfully applied in data compression, turbulence analysis, image and signal process ing. Five years ago wavelet theory progressively appeared to be a power ful framework for nonparametric statistical problems. Efficient computa tional implementations are beginning to surface in this second lustrum of the nineties. This book brings together these three main streams of wavelet theory. It presents the theory, discusses approximations and gives a variety of statistical applications. It is the aim of this text to introduce the novice in this field into the various aspects of wavelets. Wavelets require a highly interactive computing interface. We present therefore all applications with software code from an interactive statistical computing environment. Readers interested in theory and construction of wavelets will find here in a condensed form results that are somewhat scattered around in the research literature. A practioner will be able to use wavelets via the available software code. We hope therefore to address both theory and practice with this book and thus help to construct bridges between the different groups of scientists. This te. xt grew out of a French-German cooperation (Seminaire Paris Berlin, Seminar Berlin-Paris). This seminar brings together theoretical and applied statisticians from Berlin and Paris. This work originates in the first of these seminars organized in Garchy, Burgundy in 1994.
